Groundworks and highways construction bring teams close to buried cables, roadside electrical infrastructure, and live systems, often with large, changing workforces and subcontractors moving between sites. HSE's HSG47 guidance flags groundworks as a major source of risk, an unmarked or misjudged cable strike can trigger an arc flash with little warning.
RIDDOR doesn't track arc flash separately from general electrical incidents, so there's no clean UK figure, but HSE records around 1,000 electrical incidents a year, and in our own research, 57% of electrical workers said they'd experienced an arc flash first-hand or seen it happen to a colleague.
